I cannot reproduce this. I just did:
$ dpkg --purge --force-depends texlive-lang-cyrillic
...
$ apt-get install texlive-lang-cyrillic
...
Setting up texlive-lang-cyrillic (2016.20160219-1) ...
Processing triggers for tex-common (6.04) ...
Running updmap-sys. This may take some time... done.
Running mktexlsr /var/lib/texmf ... done.
Building latex-based formats --byhyphen /var/lib/texmf/tex/generic/config/language.dat.
	This may take some time... done.
Building e-tex based formats --byhyphen /var/lib/texmf/tex/generic/config/language.def.
	This may take some time... done.
$

So the formats were rebuilt properly.

Are you sure you do NOT have a local copy of formats hanging around
somewhere in your home directory?
