No.
If there is a change, then it is due to what has happened upstream
in TeX Live.
That's what happened.
But (putting my TeX Live upstream maintainer hat on): nowadays
we do NOT recompile documentation for TeX Live.
So I suggest:
* upload your package to CTAN (RATHER SOON!!, TL freeze time is close!)
Hahaha, this week!! This month I have submitted one package: elzcards.
In a few days I will submit
a major update of 'factura', an invoices class.
* after it is in/updated in TeX Live, check the pdf
* if that is ok, the Debian version will also be ok
Yes, sure!!
Everything included in the original CTAN package is always included in
Debian's TeXLive? I guess yes, except source .dtx files...
