Yes, the map file is present, but not included in the map file, which is read my
pdftex during run time. They are located below /var/lib and are
updated/recreated by the steps I told you.

You're right that installing some piece of software only partially is not a good
idea. We'll discuss the legal part, else we'll completely remove the tengwar
stuff from Debian.
