Bug#766288: prerex: please make documentation available to texdoc

Dear maintainer,
some time ago the organization of where to put documentation
for TeX related packages has changed. In particular
/usr/share/doc/texmf
is not searched anymore by texdoc.
Do make your documents available to texdoc, please install them
into the proper TDS tree, that is
/usr/share/texmf/doc/latex/prerex/
or similar.
In addition, please use
dh_compress -X.pdf
as pdfs are already compressed, so there is no gain, but it helps
texdoc to display the document.
