It must have to do with fontenc T1 ... are all the bugs related to texinfo files?

Maybe the TEXINPUTS=<something>:$TEXINPUTS which is anyway incorrect?!
Maybe before 2014 dvips did not care for TEXINPUTS?

I had a look at these two. The error message is "Couldn't find headerfile: cm-super-t1.enc!"Hmm, the last upload for cm-super was in 2013 and the file is incm-super-minimal. The bug reports a from begin of June; a few daysafter upload of TL2014 to unstable.
