which is anyway incorrect?!

Maybe before 2014 dvips did not care for TEXINPUTS?

I had a look at these two. The error message is "Couldn't find header
file: cm-super-t1.enc!"

Hmm, the last upload for cm-super was in 2013 and the file is in
cm-super-minimal. The bug reports a from begin of June; a few days
after upload of TL2014 to unstable. I'm pretty sure that brought in
some changes we are not aware of.
