thanks for your long and useful email on the TeX Live mailing list.
I have already private communication with other members how we 
proceed, but for now (and the next 1-2 months) no changes are
possible ;-)

Actually, due to your input I finally kicked myself to start
this project in perl ;-) Of course perl, because we need it running
on all possible distributions including windows ;-)
(I am speaking now as TeX Live maintainer, not Debian!)
If you want to contribute to the perl code, I can arrange.
