I am used to running update-updmap to update my per-user map
configuration files. When I do so with current update-updmap (although
I have only tex-common 3.15, the version of update-updmap is identical
with that in tex-common 4.04), my per-user files are not touched.

As far as I can see from looking at update-updmap, there is absolutely
no reference to per-user configuration files there.

update-updmap(8) says quite clearly:

     Users without local administration rights can use update-updmap to merge their local configuration and an
     updated site-wide configuration (see User-specific configuration below).  The local configuration files,
     unless specified otherwise, are expected in $TEXMFCONFIG/updmap.d, (that is ~/.texmf-config/updmap.d ), and
     the default output file is $TEXMFVAR/web2c/updmap.cfg (in other words, ~/.texmf-var/web2c/updmap.cfg ).

There is one small inconsistency in this man page, which is that the previous paragraph refers to: 

     the per-user file TEXMFCONFIG/web2c/updmap.cfg

whereas the next paragraph suggests that user configuration files live
under TEXMFCONFIG/web2c/updmap.d. Of course, both might be true, but
the man page doesn’t say so. Either way, at present all of this
documentation appears to be either wrong or unimplemented.
