Bug#748433: install-info: install-info should not give lecture about ginstall-info

The transition from dpkg's install-info is over, and I don't think the
warning message install-info prints on stderr serves a useful purpose,
but merely confuses or annoys people who install local software. Please
just invoke ginstall-info silently.
