Bug#742660: move of ocp files breaks updates 2013.20140123-1 from 2013.20140314-1

It turned out that due to a move of the ocp files from
texlive-base to texlive-omega, partial upgrades might be broken.

Attached is the original followup to bug 673022, which is unrelated.
