Thanks for creating and maintaining texlive packages for Debian!

I noticed something awkward in one file included in texlive-latex-extra.

It seems I am not allowed to modify this file.
This conflicts with DFSG#3.

It seems I am not allowed to distribute this file.
This conflicts with DFSG#1.
Moreover, is the Debian Project allowed to distribute this file?
In case it is, this conflicts with DFSG#8.
In case it's not, the Debian Project seems to be violating copyright laws
by distributing this file.

I failed to find relevant copyright/license info in
/usr/share/doc/texlive-latex-extra/copyright

What's going on here?
