When a "\newcommand" argument does not start with the "\", the error
messages indicate that there is a missing \begin{document}, and the
help message (as displayed by aucTeX) says that output was produced
prior to the \begin{document}.  It does not in any way indicate that
the "\" was missing, and should.

This is probably a very common error, since "\newenvironment" takes a
first argument that does NOT start with a "\".  That's confusing.

Dear bug submitter,

the bug you have submitted against one of the TeX packages concerns
not the Debian packaging of TeX Live, nor the upstream TeX Live 
distribution itself, but Up-upstream, the original author of
the respective package.

TeX Live only collects what authors provide.

Thus, neither we, the Debian TeX Team, nor the Upstream TeX Live team
can fix anything regarding this bug.

Furthermore, the bug you have reported is rather old.

We suggest you to do the following:
* verify that the bug is still present with current TeX Live (2013)
  installation on Debian
* if yes, please report the bug to the *original* author of the TeX
  package, and *not* to upstream TeX Live nor Debian

Other ways to deal with these bugs are requesting help from TeX experts,
your local TeX consultant, or local TeX User Groups. One good place to
ask questions is the newsgroup comp.text.tex, or the StackExchange
website http://tex.stackexchange.com
