Bug#720953: fonts-texgyre: bump fontconfig hinting to 31 to win over inferior gsfonts

Wait a minute. With the mapping between old and current URW font names,
that has become necessary with the introduction of the fonts-urw-base35
package, things are as expected:

fc-match -a helvetica | head

This lists the TeX Gyre Heros OTF fonts first, followed by the Nimbus
Sans PFB fonts. Please test with the fonts-urw-base35 package currently
available in GIT:
