Upstream knows about this issue for more than half a year -- but no
reply or action yet:

(And it was someone from the Debian Perl Group who reported that back
then. :-)
So I must admin that I don't have too much hope that your mail changes
something. But thanks for pinging upstream anyway, maybe constant
dropping wears the stone.
If there's no reply soon and if I were you, I'd go with the patch in
the other thread and kindly hint the biber upstream that Data::Diver
seems non-free software and that they should better not use it as hard
dependency.
