Bug#720953: fonts-texgyre: bump fontconfig hinting to 31 to win over inferior gsfonts

TeX Gyre is bugfixes and extensions to the URW++ base32-compatible fonts
in gsfonts.

TeX Gyre should therefore be favored by fontconfig for fonts they both
emulate.

renaming the fontconfig hint from 30-fonts-texgyre-aliases.conf to
31-fonts-texgyre-aliases.conf solves this.
