Bug#717478: texlive-latex-base: Babel fails to find french or frenchb options

Dear Maintainer,

When using latest texlive package on Sd, LaTeX fails when using french or
frenchb (maybe others...) Babel options:

$
$ cat bla.tex
\documentclass[a4paper]{article}
\usepackage[T1]{fontenc}
\usepackage[frenchb]{babel}

\begin{document}

\end{document}

$ latex bla.tex

The very same file compile ok on others distros. I encounter this bug on 
two different Sid machines.
