Dear maintainer,

The following simple TeX file fails to compile using pdflatex from TeXLive 2013:

    \documentclass[spanish]{report}
    \usepackage{babel}
    \begin{document}
    Hello, world!
    \end{document}

The error is:

    ! Package babel Error: You haven't specified a language option.

However, such file builds correctly with TeXLive 2012. The only documentation I
have been able to find, [1], has an example of using babel this way.

This causes all documents produced by Sphinx, such as ubuntu-packaging-guide,
to fail to build from source.
