How to solve:
* first the wrong maps in /etc/texmf/web2c/updmap.cfg
please edit the file and see if it contains something *you* have
put there on purpose. Otherwise it is fine to remove. No need
for this file.
I removed this file.
THe should be at version
latex-fonts-thai-tlwg 1:0.5.1-3
thailatex 2013.20130530-1
Yup, they were.
I would suggest removing them and only (keep) installed
texlive-lang-other
that should be enough.
I purged:
latex-fonts-thai-tlwg
thailatex
which also resulted in the removal of:
Removing latex-cjk-all ...
Removing latex-cjk-thai ...
Purging configuration files for latex-cjk-thai ...
That given, a call *as*root* to
updmap-sys
should work. If not, please send me the terminal output.

Did you run mktexlsr?
You can disable non-existent map entries using the option
--syncwithtrees.
I've attached my copy of:
/usr/share/texlive/texmf-dist/web2c/updmap.cfg
Again, just to confirm, I have never edited that, or any other updmap
config files.
I have been guilty of installing lots of extra font pkgs, that I
probably didn't really need, but I assumed that could do no harm...?
I do not have anything in TEXMFLOCAL:

I have previously used TEXMFLOCAL, for a more up-to-date copy of
microtype, but removed that before the TL2013 upgrade, since I knew that
TL2013's microtype is current.
