No, I don't believe I've ever made any changes to the updmap files; I
don't even know what they do, well enough to edit them.

No, not to my knowledge. Of course, something I installed may have done.
I have previously played with TL (non-Debian, both 2012 and 2013
pretest), but I was careful to put them well away from "stock" areas (in
/usr/local/).
How to solve:
* first the wrong maps in /etc/texmf/web2c/updmap.cfg
please edit the file and see if it contains something *you* have
put there on purpose. Otherwise it is fine to remove. No need
for this file.

* the remaining maps in /usr/share/texmf/web2c/updmap.cfg
nectec.map, nf.map, tlwg.map
these maps should be activated in /usr/share/texlive/texmf-dist/web2c/updmap.cfg
and are shipped in the package
texlive-lang-other
Do you have any packages related to fonts-tlwg, thailatex or similar
installed?
I often add in various font pkgs if they sound interesting "just in
case", on the assumption that they can't do any harm.
I do have these installed:
latex-cjk-thai
latex-fonts-thai-tlwg
libthai-data
libthai0:amd64
libthai0:i386
thailatex
should I remove some/all of those? I don't particularly need Thai fonts;
just installed for fun.
I take it that I should not have done that?
