I am dealing with the LaTeX material that comes with the Maple
software, a commercial Computer Algebra System distributed
by the Waterloo Maple Inc., aka MapleSoft: http://www.maplesoft.com

The copyright issue is certainly the main issue here, but I guess those
LaTeX sty can be put in a non-free Debian package; below is the copyright
notice in the head of the files:

% Permission is granted to use this package without charge. It may
% be redistributed providing that it is distributed as is

% 1. The package name used for any modified version of this file is
% different from maple2e and the file name used is different from
% maple2e.sty
%
% 2. You acknowledge this copyright notice and this file as the source.

% as indicated here, including a version of this notice modified to
% refer to the new file and/or package name.

I am not connected to MapleSoft, but I am a Maple fan.
