??? THis is what is *now* ... I proposed to move the stuff to
        /usr/share/texmf/doc

Be reminded that we have this case already now:
1) /usr/share/doc/$package/
2) /usr/share/doc/texmf/..whatever..
3) /usr/share/texmf/doc -> /usr/share/doc/texmf

Already now the package maintainer has to decide which files to put
into the TDS tree and which into the Debian-doc (/usr/share/doc/$package)
tree. Some package might link between the two, some might link the
full directory, some only a few files.
