Bug#683943: luatex: fontconfig overridden by OSFONTDIR in default settings

As far as I can tell, luatex uses fontconfig to find fonts if no
OSFONTDIR is configured (at least, the binary is linked against
libfontconfig!).

OSFONTDIR is, however, set in the default configuration to
/usr/share/fonts. This setting seems to override the use of
fontconfig, and omits several locations that fontconfig checks by
default, not least per-user fonts in ~/.fonts.

It would seem logical, therefore, to remove the setting of OSFONTDIR
from the default texmf.cnf.

Unfortunately, as far as I can tell, there is no way for users to
simply force the use of fontconfig, as kpathsea does not permit a
variable to be unset, and setting OSFONTDIR to the empty string does
not have the desired effect (not least, it makes mkluatexfontdb loop,
but that's a separate bug, which I'll report upstream).

The best I can do as a workaround is to set OSFONTDIR in my own
~/.texmf-config/web2c/texmf.cnf to the full font path. This is
obviously fragile, as if fontconfig's setting changes, I have to
change my texmf.cnf.

(latex, pdftex, metafont,...), or if the bug is related to bad or wrong
output, please include a MINIMAL example input file that produces the
error in your report.

Please run your example with
	(pdf)latex -recorder ...
(or any other program that supports -recorder) and send us the generated
file with the extension .fls, it lists all the files loaded during
the run and can easily explain problems induced by outdated files in
your home directory.

Don't forget to also include minimal examples of other files that are 
needed, e.g. bibtex databases. Often it also helps
to include the logfile. Please, never send included pictures!

If your example file isn't short or produces more than one page of
output (except when multiple pages are needed to show the problem),
you can probably minimize it further. Instructions on how to do that
