Furthermore, 0410 never made it into testing, and was soon after succeeded
by 0424.

You cannot expect to get decent behaviour if you use version of packages

No, it comes from texlive-base, in effect, telxive-binaries only
ship a link into nothing ;-) I know, but I don't care for now.

THe real file is updmap.pl which is shipped in texlive-base.
