If you think it's better to bring together tipa into TeX Live packages,
just let me now. I adopted tipa when it was orphaned, because I would like
to help the Debian Tex Task Force so I'm not opposed to a tipa rejoin into
TeX Live packages if it help to manage it better! ;-)
