Its a clean minimal environment, take a look at the logfile to see whats
being done ...

I think the templates are not properly registered at the time they are
being used ... but I'm no debconf guru.
the templates are used from an arbitrary script, not a maintainer script
directly, so eventually dh_installdebconf did not generate some
neccessary bits ... I think I had a similar issue with the
nvidia-support package ...
