I moved it to /usr/bin/tl-paper and adjusted the texlive-base.libpaper
code.

I guess that's it for libpaper, besides someone who is testing
it in more complex situation. I am doing it with
	paperconfig -p letter
	paperconfig -p a4
and see what happens ;-)
