You cannot.
Why don't you browse the svn s bit?
You will find
..,/texlive2012/texlive-nonbin/trunk/README
which explains many things, one is that the control file and all other maintainer files of then nonbin packages (basr, doc, lang, extra) are generated at *source*package*build*time.

Yes, there is an additional lauer here. But without it packaging TL would be much worse.

So if you want to help uou have to read the above readme, which is unfortunately not 100% cortect, and better read the source code of tpm2deb-source.pl

PS we enable people to help, but that does not mean I will explain every detail, simply because I don't have the time. One has to learn to read and understand perl code, and also how TeX Live works.
