xindy, unlike most TeX/LaTeX-related programs, requires Common Lisp.
Debian's packaging of clisp has lots of debconf questions and is fairly
cumbersome to be just another anonymous dependency. I think it would be
more appropriate to make xindy a suggestion rather than a recommendation
of this package.

I just installed xindy to check (up-to-date unstable) and wasn't asked a single question.
In any case, this is an issue with xindy and not texlive => closing.
