libpaper stuff

some things I realized during initial train testing:
- paths in texlive-base.libpaper were wrong, fixed in svn
- tl-paper.pl must be installed executable, but this
  will give a lintian error, maybe in libexec? Or
  somewhere else? Or in /usr/bin/tl-paper ?

- we do not rebuild formats! In TLPaper.pm there is
  announce_execute_action(...) of two types, we have
  to check if:
  $::files_changed == 1 -> run mktexlsr
  $::regenerate_all_formats == 1 -> do that ...
