Bug#663281: tex-common: Switch from debiandoc to docbook

Hi Sam,

since I have already uploaded v3.+ to experimental, we have to rewrite
the policy anyway, so it might be a good idea to redo it completely
a new, or in a new style.

I don't know when I find time for that, though... ;-)
