I can reproduce the problem in a clean chroot. 

The reason is that the files aren't under dpkg's control, but under
ucf's instead.  Therefore we need to manually

- remove the files along with ucf-new or however they might be called

- ucf --purge the files 

- ucfr --purge the files.
