The question is whether this is urgent? If we split now for experimental,
then all the following updates have to go to experimental for quite
some time until all the stuff moves into unstable.
If it is not urgent, then we do it like this, otherwis you prepare
a package with these change only now, and I make then a new version
with the incompatible tex-common 3 changes afterwards.
