Hm, according to

file:///usr/share/doc/tex-common/Debian-TeX-Policy.html/ch5.html#s-sec-documentation

it is meant only for texdoc.  I find the construction ugly - why not put
everything directly in $TEXMF/doc, with symlinks from
/usr/share/doc/$package?  But on the other hand, the transition hazzle
probably isn't worth it.

To answer this question, you should try texdoc from upstream.

gzip'ing or even bz2'ing PDF files saves considerable space even when
they are internally compressed.  We have discussed this in the past -
please read the mailing list archives first, then come up with new
arguments if any.
