bibtool: kpathsea: HAVE_PROTOTYPES macro

I am working on the bibtool package, which needs libkpathsea-dev :
my first aim is to bring the upstream version (2.53).
On the current version available on Debian (2.48),
the following was added to the <bibtool>/configure.in :

dnl Kpathsea on Debian currently works better if one defines
dnl HAVE_PROTOTYPES. Sigh.

Is it still true ?
May we forget or keep this lines ?
