The serbianc.mld has been accepted by the minitoc maintainer. It is
on CTAN in TeX Live and in Debian. Many thanks!
The serbianc.ldf we submitted to upstream, but got no response until
now: http://www.latex-project.org/cgi-bin/ltxbugs2html?pr=babel/3667
Further I noticed another effort to include a similar file into TL:
http://www.ctan.org/tex-archive/macros/latex/contrib/babel-contrib/serbianc
If this file contains everything needed and is in TL2011 (I'll check
this), we can assume this bug bug to be solved.
