Yes, both bugs are related to the same change. I have actually detected
the ABI change this way. I have disabled partial_lfs_support.diff,
installed only libkpathsea5 and got a segfault. Installing also
texlive-binaries makes the segfault, and the problem reported in #637667
to disappear.
