That cruft means your system is, hm, strange.  Maybe that is the reason
for that all.  Anyway, please try

export UCF_FORCE_CONFFNEW=1

(note the two "F") and then please edit 

/var/lib/dpkg/info/texlive-base.postinst 

and add

set -x

as the second line.  Then run

dpkg --configure -a > dpkg2.lg 2>&1

and send us the file.
