more bugs with libpaper

Hi Frank,

if there is no config.ps found by tcfmgr then the configuration in
postinst hangs forever:
+++ kpsewhich -var-value=TEXMFMAIN
++ MT_TEXMFMAIN=/usr/share/texmf
++ /usr/share/texmf/texconfig/tcfmgr --cmd find --file config.ps
+ fmgrConfigShowFile=
+ fmgrConfigShowRegex='/^@ / {s/^@ \([^[:space:]]*\).*/\1/;p;q}'
+ sed -n '/^@ / {s/^@ \([^[:space:]]*\).*/\1/;p;q}'
