Hmmmm, 
$ svn info
Path: .
URL: svn+ssh://debian-svn/svn/debian-tex/context
Repository Root: svn+ssh://debian-svn/svn/debian-tex
...

and my "debian-svn" is a configuration of ssh:
Host debian-svn
        HostName svn.debian.org
        User preining

So in effect it is 
	svn+ssh://preining@svn.debian.org/svn/debian-tex/...

Absolutely the same.

I am still missing something.

And I am pissed that the alioth people are soo crazy ...
Do I have to wade through long old threads just to get svn working???
