I did a little experiment: I purged all of my TL installation from my
unstable box, made sure /usr/local/share/texmf is gone (rm -rf). 
Then I installed the TL package one by one: tex-common,
texlive-common texlive-binaries, luatex, texlive-doc-base,
texlive-base. Between every package I checked if
/usr/local/share/texmf/ is still empty and right: after installing
texlive-base there is /usr/local/share/texmf/ls-R !!

No, I can't see any other call for mktexlsr than this one: "mktexlsr
/usr/share/texmf /var/lib/texmf /usr/share/texmf-texlive" and it
definitely does not create /usr/local/share/texmf/ls-R . I'm afraid
we have to go through texlive-base.postinst step by step and check,
which step creates the file. Maybe it is even the preinst step, but
it doesn't look that way.
