At least luatex doesn't do it: I have here pdfluatex.log and
pdfluatex.fmt. The appropriate entry in 20luatex.cnf existed in
Debian stable, but not in luatex unstable.

For now I reassign that bug to texlive-binaries: i guess the mechanism
to remove old format files isn't implemented there either.
