On the other hand the description of texlive-base reads:

TeX Live: Essential programs and files

These files are regarded as basic for any TeX system, covering plain
TeX

  macros, Computer Modern fonts, and configuration for common drivers; no
  LaTeX.

Which gives the idea that a TL installation w/o that package is
simply unusable. We could:

- add a "recommends: texlive-base" to texlive-binaries
- add the information that texlive-base is needed to the description
  of texlive-binaries
