It should be in texlive-binaries:

What is the output of

dpkg -l latex-cjk-common texlive-binaries texlive-common tex-common texlive-latex-base

It should be pulled in by the chain latex-cjk-all -> latex-cjk-common ->
texlive-latex-base -> texlive-binaries.
