The LaTeX package xfrac in texlive-math-extra requires both template.ssty and xparse.sty. They are both in 
texlive-latex3, but texlive-math-extra does not depend on/recommends it.

In TL 1009-1 the xfrac package has been moved to texlive-latex3. This
solves your dep-problem.
