I had short look into the policy^1, it doesn't say anything about
Debian versions/releases (AFAICT).  I second the submitter: if
poppler >= 0.12 is needed to build the latest TL packages they should
state so, independent of if it is possible to make them build using
older poppler package if this or that patch is applied.

It won't solve the problem of the submitter, as long as he doesn't
have poppler > 0.12, though.
