Alternative would be dh_installtex, IMHO.

Indeed, it is updmap.  Sorry for the confusion.

If we choose dh_installtex inside ptex-jisfonts instead of modifying
texlive-base, then we will have to modify cid-x.map to get it working
nicely with updmap.

The patch by Yoshihito that you just applied works, yes.  No worries,
it doesn't add any new problems.
I was just thinking how we could use the current Debian infrastructure
such as dh_installtex instead of directly modifying the dvipdfmx file.
Personally I think that it would be best to have the font packages
control their own entries in dvipdfmx instead of texlive-base, but
YMMV.  It would also solve the problem that Yoshihito raised, i.e.
what if you make a local modification?
