However you say these files do not exist. No, I don't have an
explanation for this. Did the error message change eventually?

So, there could have been an old version of luatex installed, which
provided lualatex.ini at the path above. I had the idea the files
might not have been removed during upgrade, but this is not the case
(see above).

I'm sorry, I've no idea any more. If two different tools on the same
system give different results regarding if a file exists we're
looking at a kernel bug or a broken file system.
