Well, the fmtutil script is not expected to read this file. I've
absolutely no clue where it comes from and I'm sure deleting it and
running mktexlsr will solve your problem.
First I belived we're looking at another incarnation of #244601, but
then I noticed that file was never provided by Debian. Maybe it was
once in unstable and disappeared meanwhile (what is the history of
your system?).

/usr/share/texmf/ should be read before /usr/share/texmf-dist/ (see
/etc/texmf/texmf.cnf). Hence
/usr/share/texmf/tex/latex/latexconfig/dvilualatex.ini is read
instead of /usr/share/texmf-dist/tex/latex/latexconfig/dvilualatex.ini
