So probably the version the Debian packages are based on is old.

This will be fixed in due time (when I find a bit time again) by
rebasing the whole Debian packages onto the current TeX Live status.

Fine asking here. A bug report you can file or not. The solution will
come with the rebase of the texlive 2009 packages, but not before
as we do not do single package updates.

It was not downgraded, but it became incompatible with some other.

It is already in the current TeX Live 2009 upstream, so it will be
automatically included.
