Yes, and it would be impractical for the end users too. So, perhaps
TeX Live / CTAN should have a centralized method for the most
incompatible changes, if it doesn't have one yet (a bit like Debian
has NEWS files that can be grouped together in upgrades and displayed
by apt-listchanges).
